What Next Move™ adds to your Second Chance Act application
You can name Next Move™ in your FY2026 Second Chance Act Community-based Reentry application as a commercial service, budgeted under Procurement Contracts (or Other Costs). Grants.gov applications are due October 30, 2026; the full JustGrants application is due November 6, 2026.
Next Move™ is decision training for people coming home from incarceration. Participants practice reentry choices in interactive branching scenarios, where every choice has consequences, before the stakes are real.
- Runs in a web browser on participants' own phones and on computers. No download, no hardware from us. Availability on correctional tablets depends on your facility's tablet provider; ask us before you plan around it.
- No personal accounts. Participants enter your site's access code instead of signing up. No integration with your case-management system.
- State-specific content covering each state's reentry rules, programs and resources.
- Four languages: English, Spanish, French and Haitian Creole.
- Free for individuals and families. Organizations pay a site license.
It fits the solicitation's allowable activity "educational, literacy, and vocational services" as a life-skills component.

Name your pre-release partner
The solicitation asks for a description of partnerships with one or more correctional agencies, "specifically agencies that will allow pre-release access to participants," and an MOU or letter of intent with each correctional partner, uploaded in JustGrants.
Pre-release use needs a device participants can reach inside. Tell us your facility's tablet provider and we will confirm what is possible before you write it in.

How to buy it: a procurement contract
- Buy it under a procurement contract. You purchase a service, and Next Move™ makes none of your grant's program decisions.
- Describe Next Move™ as a purchased service. The solicitation requires project partners to be proposed as subrecipients, so a vendor should not be listed as one.
- Budget category: we suggest Procurement Contracts. Federal rules define supplies as tangible property (2 CFR 200.1), and a web-based license is a service. If your grants office prefers Supplies or Other Costs, use that.
- Plan for the full 36-month total. Ask your grants office whether it treats the license as yearly purchases ($12,000 in year one, $9,500 after) or one 3-year contract, and plan for $31,000 per site. Grants offices generally do not allow splitting one need into smaller purchases to stay under a threshold.
- Quotes above $15,000. Above the $15,000 micro-purchase threshold (FAR 2.101, applied to grants through 2 CFR 200.320), you need price or rate quotes from an adequate number of qualified sources, unless your organization has documented a self-certified threshold of up to $50,000 (2 CFR 200.320(a)(1)(iv)). We'll send a price sheet with comparable products. Confirm thresholds with your grants office.

Who can apply for the FY2026 Second Chance Act Community-based Reentry Program?
Nonprofit organizations, with or without 501(c)(3) status, and federally recognized tribal governments. Institutions of higher education, state and local government agencies and for-profit companies cannot apply. Partner organizations take part as subrecipients.
When is the FY2026 Second Chance Act deadline?
There are two. The SF-424 is due on Grants.gov by October 30, 2026, 11:59 PM ET. The full application (narrative, budget, MOUs and the remaining forms) is due in JustGrants by November 6, 2026, 8:59 PM ET.
How much funding is available?
Up to $1,000,000 per award, with an estimated 13 awards. The project period is 36 months, starting January 1, 2027. No match is required.
Can a Second Chance Act grant pay for a digital life-skills program?
The solicitation lists "educational, literacy, and vocational services" among allowable uses of funds. It does not mention software by name; costs follow 2 CFR 200 and the DOJ Grants Financial Guide. Budget Next Move™ as a purchased service supporting that activity, and confirm with your grants office.
